A friend of mine has one.
He uses it work and seems to like it.

Even if it does give you the nicotine there are too many reinforcing behaviors that go along with smoking normal cigs. Tapping the pack to get the tobacco settled, the sound of the cellophane wrapper coming off, etc...
Just my thoughts, I don't smoke but I dabble in reading about addiction.
